The Lancashire Community Risk Register

Risk Rating MatrixThe Community Risk Register has been prepared to satisfy the requirements of the Civil Contingencies Act 2004 and its associated statutory guidance, in particular Chapter 4 of Emergency Preparedness - which can be accessed through the UK Resilience website. It has been produced on behalf of all Category 1 Responders in Lancashire who are members of the Lancashire Resilience Forum by the Risk Assessment Working Group.

The Community Risk Register is based on the profile of Lancashire detailed in "The Context" document following the process outlined in Emergency Preparedness.

The public of Lancashire can be reassured that a comprehensive assessment of hazards has been made. These assessments should be considered in the context of "Controls Currently in Place" column and it will be seen that various contingency plans have been identified as part of the response to the identified hazards.

One of the key functions of Lancashire Resilience Forum is to ensure there is adequate training and familiarisation of responders and that the plans have been regularly exercised. The Community Risk Register allows Lancashire Resilience Forum to prioritise the annual work programme for planning, training / familiarisation sessions and exercises as well as ensuring that the arrangements for preparing and responding to an emergency are adequate and current.

There is a separate process led by the Lancashire Constabulary, relating to the assessment and response to the threats from criminal activity and from terrorist incidents. In addition, the Lancashire Constabulary arranges briefings to the local community and business organisations in liaison with other Category 1 organisations and undertakes exercises to improve resilience against terrorist activity. Category 1 organisations also engage with other organisation to support the Contest strategy.

The Community Risk Register came into effect on 14 November 2005 but the Register is a living document and is kept under regular review by Lancashire Resilience Forum. If there are any queries, these should, in the first instance, be addressed to:

The UK National Risk Register

The Government has published the National Risk Register to provide advice on how people and businesses can better prepare for civil emergencies. It sets out the Government’s current assessment of the likelihood and potential impact of a range of different risks (both natural hazards and malicious threats) that may directly affect the UK.
